Timing of when you ask this question. Ask this question before you sign the lease.
Also, you pay for the company that changes the locks and for the replacement locks. Provide the landlord with two keys to every lock that has been changed, as soon as you are given the keys.
The way you tell that the lock has been changed is to pay the locksmith, or company that comes out and changes the locks.....
