Yes, all up to code and proper connection was provided. The washing machine drains in to a large utility sink located next to it--common scenario. Whoever they hired to install the washer did not attach the hose correctly to the sink and hence, it pops out and goes all over the floor.

The Building Code Prohibits such installations as it can lead to back siphoning. You should have a proper installation made for the washing machine drain line.
