Yikes, that's terrible, this economy has got to get better!
I agree with the poster above, and to add, from reading your post, if I had to choose between a smoker and someone with a dog {assuming it's an adult dog, with good references} I'd take the dog 100 times. :) So, maybe consider allowing ONE small dog? Maybe to try out for a year and you can see from there how it goes for you.

I just ripped out an entire house of 2 yo wall to wall carpeting with what looks like thousands of pee stains on it. It would really kill me to allow another pet. And I can never allow smokers because it gets in the vents and I can't get the smell out. OMG!!! I'm losing the young Ts because they're moving back home with mom and dad.
