Somehow you have to get the point across that he can not bring in his girlfriend who you have not rented to nor approved of. It is enough to have one tenant without any history. You do not need two. The girlfriend who can not pay rent will be the tenant you are left with when they split up and the guy leaves. Hope you upped the deposit to cover the increased risk.

Yes and No. Yes - you can require every adult to be on the lease and be screened. No - a unit is allowed to have up to 2 people per BR + 1 in LR.

A landlord can say no to the girlfriend. She is not family. And, where did you get it that federal guidelines allow one person to occupy the living room as a bedroom?
