I typically wait for failure of the appliance or equipment. The waterheater can cause a mess when it fails, but with a pan under the waterheater connected to a drain, or with the new alarms, you can minimize the mess. But you usually know it right away when the waterheater malfunctions or leaks and it's a simple matter of water & pad removal, mildecide application and restretching the carpet, about $50-$75 depending on the area. That's fine with me if I have received an extra 5-7 years from the waterheater beyond the "typical life". I don't worry so much about effeciency of the appliance because it is probably a minimal operating efficiency difference and the tenant is paying the electric/gas bill, so I don't actually see whether there is any real change over time. I'm sure if it was out of line, the tenant would let me know. When I do replace them, I've been selectively installed on-demand waterheaters to avoid the flooding in future, among other reasons.
