File a police report about the unlawful trespass and property damage. After three documented complaints (evidenced by the police), the police are required to take action. Maintain record of the police reports and the multiple property damage repairs (receipts for satellite). Take dated photographs for document and evidence the damage. Armed with the police reports, property damage receipts, and photographs sue the tenants, landlord and property management company.
The language barrier should be irrelevant, as the parents work obviously, and the children are required to attend school legally.
