What you need to do is to tell the applicant that the unemployed sister with no credit needs to complete an application so you can put both on the lease. Then there would be no conflict about the amount of time the sister spends there. You can bet it will be full time and do not forget about the baby daddy. Be sure to run a criminal background check both sisters.
