Since this was misconstrued.... My point was, if someone comes up and says they need access to the apt, you do not give them access unless they are on the lease (as occupants, not cosigners) unless the tenants of record have contacted you and given permission. In APT complexes this is a more prominent issue.

You are correct. No one gets a key unless they are on the lease and present ID.
