Do you plan on making your pre-move out inspection when the tenant is not present? If so, that is not a good idea. Make an appointment to inspect and have the tenant present to give access to all areas.

I gave a 48 hour notice, I can't force them to be present, but it is my obligation to attempt the inspection.

You should wait for clarification from other Ca. LLs, but I believe you only have offer the PMI. If the T doesn't accept you do not have to do anything. If the T accepts, you have to preform it with the T. The purpose is to give the T as much opportunity as possible to gets things right so they can get as much of their SD back as possible.

I did give the tenants an oppurtunity to setup a date and time convenient for them; they didnt provide one. So I proceded with the inspection.

If you conduct this inspection when the tenant is not present you will hear about all the family heirlooms that went missing. How is it that you are no able to access some areas of your rental? Do you have keys to all doors?
