Do you plan on making your pre-move out inspection when the tenant is not present? If so, that is not a good idea. Make an appointment to inspect and have the tenant present to give access to all areas.

I gave a 48 hour notice, I can't force them to be present, but it is my obligation to attempt the inspection.

    You should wait for clarification from other Ca. LLs, but I believe you only have offer the PMI. If the T doesn't accept you do not have to do anything. If the T accepts, you have to preform it with the T. The purpose is to give the T as much opportunity as possible to gets things right so they can get as much of their SD back as possible.

    I did give the tenants an oppurtunity to setup a date and time convenient for them; they didnt provide one.

    So I proceded with the inspection.
