I did give the tenants an oppurtunity to setup a date and time convenient for them; they didnt provide one.

So I proceded with the inspection.

If you conduct this inspection when the tenant is not present you will hear about all the family heirlooms that went missing. How is it that you are no able to access some areas of your rental? Do you have keys to all doors?

The pre-move out inspection must be offered by the landlord but if the tenant doesn't want it then the landlord does not do it. I think the OP meant that he couldn't inspect walls/carpet covered by furniture.
