Another fact to point out, after reading the article, is that this LL did not hand out the lead based paint disclosure.

That's the point of the article, the landlord failed to provide the EPA notice/pamphet to the tenants as required by law. Something that landlords with properties before 1978 should be doing. I think it was provided as a reminder that landlords should beaware of failing to do so.
