"It does not seem the landlord is obligated or liable for the failure of the tenant to turn on utilities."
If the tenant was occupying the rental with the water running, the landlord can not turn it off.

How about if the water company failed to turn off the water even though they had a work order to stop service prior to the lease start date?

The water company would be OK. It is the landlord who should issue an emmergency order to get it turned back on.
