Tenant has water coming up through the floor

Basement is flooding but it is just rising through the cement floor in the middle basement of the house. Tenants are unhappy about the flooding and are at their wits end. We are stumped. Anyone ever deal with this?

You talk about flooding, how much water is there? An inch or two, a foot or two?
Is there a drain or any kind of grate in floor in that area than could have become backed up or blocked? Or any in the basement at all. Is there a water tank, washing machine, sink of any kind down there where a pipe would be running underneath the home that may be leaking or burst and is now seeping upwards?
I am not sure what type of repair man you should call to asses the issue but it seems that someone on a professional level should be brought in. Perhaps start with a plumber and take it from there? In the meantime, rent/buy/borrow a sub-pump to get the water out that is there now to help stave off even further damage.

Cement is not waterproof. Hydraulic pressure will force water up through the floor if the earth around your home is soaking wet. With all the rain we got in Maine the past 2 weeks there have been quite a few basements getting wet in my area... Is this a little water or a whole lot? Is it a finished basement? Do you have a sump pump?

I have a SFH here with a "wet basement", meaning it leeches water when the groundwater is high like after a rain. There is a stormwater drain in the basement which leads to the city's stormwater sewer, a sump pump to express the water when necessary, and we have a dehumidifier to dry the air and keep the basement mold-free. It's been working for 10 years or more and we haven't had any problems with mold/mildew. I advise new tenants that it is a wet basement, the W/D and waterheater are installed down there on risers, and tenant is advised if he uses the basement for storage everything should be on risers and at his own risk. A qualified plumber can help you with this water disposal issue.
