In my area, the water service is provided by the City and the water bill does NOT follow the property, it follows the customer (tenant). If a tenant leaves owing a water bill, the City utility will not allow them to open a new account until the previous balance is paid, same with the electric service, which is a publicly traded provider (AEP).
