If a tenant refuses to let the company I hired clean-up the basement after a natural disaster, can I serve the tenant with a 3-day notice to quit?

Have your insurance get ahold of his insurance?

Investigate Colorado law on posting a 24 hour notice to enter for repairs. And then make the time, and go over with your insurance adjuster. You have a loss here as well.

The tenant isn't stupid enough to change the lock, is he? Because if he is, your lease should cover this occurrence....usually with a charge to the tenant.

Your best bet is to not add fuel to the fire, and get the insurance companies to mediate this. Something illegal in this basement that he is having trouble removing?

Under 13-40-107.5(3)a, which you can find through the links to the right, yes.

"3) As used in this section, "substantial violation" means any act or series of acts by the tenant or any guest or invitee of the tenant which, when considered together:
(a) Occurs on or near the premises and endangers the person or willfully and substantially endangers the property of the landlord, any co-tenant, or any person living on or near the premises;
