He says that even though we had the carpets proffesionally cleaned as per our agreement, he can still smell our dogs. By the way we gave him 1k pet deposit. So he had the carpets replaced and used our deposit.

BTW I am in Prince William county Va

According to him yes, his exact words were "over powering". I could not smell anything. I own dogs though, and he dont.
