Yes. It is illegal...as in against the law to shut off the tenants water, heat or electricity. In MY state, the landlord could be arrested as per my police officer neighbor.

same here - if you called the police, they'd do nothing at all and tell you it's a landlord tenant/civil issue. while this "MAY" be some type law broken, a regular patrolman sure isn't going to arrest anyone for this.
