In my area, S8 administrator will not allow tenant to rent more bedroom than voucher allows. Tenant #1 will be your best bet to maintain and maximize your rental income because they are more likely to consistently pay their portion of the rent; they have more disposable income and fewer dependents to spread it amongst. Also, it would be smart to go by their current residence and see what shape it is in; find a good excuse to deliver a paper or something and get a look around -- this is what your rental will look like in a few short weeks.
