The LL does NOT get to make the final call. If the parties dont agree the tenant can sue and the LL has to prove their case, usually with pictures of before and after. After reading this sight for some time I have no doubt that some LL will create a mess just to take pictures and keep the deposit. You should take your own move out video.
The final call is by the Judge, Not the LL !!!

The security deposit is to compensate for actual damages and rent loss (which is a damage). Landlords rarely, if ever, get compensated for the tenant's "created mess," even when the tenants actually leave a created mess.
