You do not need a warrant to trace an IP in order to get the country of origin, proximity location or the name of the company that owns the IP. There are free websites on the internet that help you do this with a simple click.
IP address are not "secret" or protected and many websites and admins of websites have access to the IP addresses because the site logs that data. When you send an email, your IP address is included and available to the recipient.
You do need a subpoena, court order, or warrant to pursue the ISP to give out the information about the specific person who is/was using that address. You need to have a valid reason to do this though (ex. scam, sexual predator, harrasment, etc).

I guess the poster is saying that the persons answering in a derogatory or mean spirited manner or posting crazy scenarios and baiting and instigating responses in order to create tension and arguments just for the sake of fighting can be sussed out and blocked even though they post under anonymous.
