If the AC you have installed is inadequate, have you considered purchasing another and installying it yourself?

Jake - The AC's belongs to the tenants. And they pay for their own utilities.

I occupy the 2nd floor and they are on the 1st floor. One of the tenants woke me up at 3AM because she was installing an AC in her bedroom. You know that loud squeaky sound.

Sorry! I need to stop obsessing about these tenants. I was hoping the year would go by fast, which it did. I am just hoping the next two months go by quickly and they vacate when on the date they are suppose to. I am prepared if they don't. Most definitely I will screen the next tenants much more dilligently.

If the AC belongs to the tenants, how is the apartment usually cooled without AC? How is your living quarters cooled?

It's probably not cooled. It's not a law to have AC, especially up north where it's "needed" for maybe 6 weeks of the year. I lived in places all the time in MN without AC included. Hell, half the schools around here don't have AC in them at all. I've used my central air a few nights here in MN thus far and could've easily lived without it.
