Yes it have, in fact have Two playground and a basketball court too.
Most of the kids play there, which I am fine with.
But this grandma she maybe lazy, only let her 3 grandkids stay outside her apartment area (she also cook and left5 them outside when cooking) . her areas are my apartment too, since we live in housing, we have neighbour below us and above us.
Those 3 grandkids everyday screaming, running. Even my other neighbor dog are barking when those kids run upstair and downstair.
I understand that even if she getting pay by babysitting, she can deny it, and I have no proof that her son pay her. I don't care about that, what I care is the 3 grandkids every weekday 5 days a week are bring to her home from morning to evening, and crying, screaming, disturb the surrounding.
They are in her apartment, which is housing section 8 property, they use free water, free gas, and they here 5 days a week as guest. I find it not very fair especially when they waking me up at 8-9am, then scream and running until 11am.
Section 8 housing laws allow them to have guest in their house on daytime unless I she get pay for babysitting, I cannot prove that, her son will just lie and say not pay her. so I don't know what can I do, maybe I should just call and complaint to the management.

I also post this on other site, and all the landlords in there thinks it is perfectly fine to have guest in their house all day everyday as long as it daytime. Then I have to endure with all this noise from the grandchildren for 5 days a week.

It is perfectly fine to have guests, that's not the issue. You need to separate that from the fact these "guests" are noisy and disruptive. Just like one can have guests over to watch the NBA finals, but if there is loud music, people running around outside, etc., I'm going to shut that down. They aren't being told people can't come over, they're being told it's in their lease to not disrupt other tenants rights to peaceful enjoyment. Same case here. Again, as it's been said, talk to management. Your tape recordings won't mean a thing as you could never prove where you were when recording, so stop doing that. Have management observe the behavior themselves. Apparently it's not hard to see, so that shouldn't be a problem.
