According to the housing law, they can have guest in daytime (which this grandma bring this kids home 5 days a week daytime), they don't sleep overnight. So by this law, there nothing I can complaint unless I can prove she getting pay under the table. But her son won't say he pay her, her son can just lie for her.
I'm really frusterated, I think I should just call the management and talk to them.
I just think my ground is weak since they are in her house all day in the daytime, and I have no prove that she babysit getting pay.

Again, get over this whole "Is she getting paid?" thing. It sounds like it's a Section 8 housing issue, not a legality issue, from what I'm putting together from your other posts. That has NOTHING to do with the fact these kids are being disruptive. I'm just having a hard time picturing your housing. Is it a fourplex? An apartment complex? Are these kids running around outside the structure or inside it, just in the common areas (hallways, stairways, etc.)? Do you have a management company on site?

    The housing have two playgrounds and a basketball court. Why not take them there?
    There are kids playing at the playgrounds all the time, and I have no problem with that.
    here is the problem, they are playing with rocks, running up and down at my apartment stairs. (MY side of the apartment)
    Why can they run up and down at the grandma stairs? Why mine? Why throw rocks around my tree and my window, she also have a tree on her side too.
    So it is fine that I can go to her side of the apartment, stay at her window and play with rocks and screaming? if you thinks those kids OK to do that, then I can also do that then. Fair game
    Even if I call the police now, I can tell the police that the grandma are not supervise the kids and let them run to the neigbor apartment area. She have her own apartment area, play there, then I don't have any problem with it

      So let me ask everyone here. You live in apartment complex, every apartment have your side of the area, including grass area and tress and stairs. The grandma also have that area, but the kids don't stay there. They run to my area, staying right outside my windows, throwing rocks below the trees, screaming running upstair and downstair my stair. (NOT the stair hallway) They running at my stair, on my stair.
      If this case you think is OK for the grandma kids to do that, then I will go over her stair, run up and down her stair, and stay right outside her windows and screaming then.
