Pipe in yard burst, we have no running water, what

The city came and shut it off after I reported to the landlord that there was a problem in the front yard, and the water pressure is low. Now, it's been two hours, and no work has begun. The city told me that she has eight hours to restore running potable water to the house, but I doubt it's going to happen, because the yard has to be excavated. Does anyone know what we are supposed to do, what is allowed by law, and what her responsibilities are? I am paying $1200/mo for this house, and it's not really been worth it so far. We really just want out of this house, as soon as possible honestly.

Well, you may want out, but it not being "worth it" is your own fault too. You expected the moon for $1,200 it sounds like. Here is the thing. The LL can't help how fast the city is moving. If nothing was being done about it and the LL was ignoring you, that'd be a different story. She has a responsibility to get people on this as soon as possible. Her Homeowner's insurance is covering this in all likelihood, so it's not because she's trying to be cheap that things aren't moving. Unfortunately, the landlord can only get this remedied as fast as the workers can go. I'm sure there's another solution to getting you water than excavating the yard. Even if there isn't, that doesn't take long. They can excavate a small yard to get to a pipe in under an hour easy. You're acting like this will take weeks to fix.

what do you expect to happen within two hours? do you think the landlord owns a backhoe and is going to run right over and start digging? Two hours during the workday, she might not even have gotten someone on the phone to talk to since the workmen are all out there working.
I believe your city "contact" is probably mistaken about the 8 hours. If no running water, your landlord will give you some type concession but in the meantime, stand up and act like an adult who realizes stuff happens sometimes.

Here's what you do. You google "[your state] landlord tenant act" and you read the law to discover what remedies are available to you for this type of issue. If you believe it is a habitability issue, you use the available resolution; if you believe it does not rise to the level of a habitability issues, you use the resolutions described for that. You rented what you believe to be a subpar property for what you believe to be over-market rent. Why did you do that? There are consequences to each decision we make, and you're getting yours now, it seems. I believe in this situation you are owed only an abatement of the rent for days the rental is uninhabitable due to no potable water. That's it. Your renter's insurance policy should provide you with compensation to stay in a motel for the duration. Start reading.
