An A/C unit can work properly and yet fail to cool or heat the rental if you do not have proper insulation, air leaks or poor weatherstripping. Take the time to investigate your property to insure it's weather tight and meets your local energy code requirements.

Your local utility provider can give you advice. A more energy efficent rental attracts a better tenant, and a happy tenant stays longer.
