We prefer not have pets on the premises and charge twenty-five ($25.00) dollars additional per month for cats/birds/reptiles and fifty ($50.00) dollars additional per month for dogs/fish (aquariums), for exceptionally qualified tenants, on a case-by-case basis. The animals must have their veterinary medicals updated, but there is no requirement for either spay or neuter.
Take into consideration that a new tenant occupant may experience allergies due to the presence of pets from the prior tenant. The responsible pet owners appreciate the current well-maintained condition of the premises and understand the additional monthly charge. (Most irresponsible pet owners exclude themselves from consideration because of the monthly pet charges.)

You may want to rethink the "no requirement for either spay or neuter" in your policy. When dogs give birth, the smell from the body fluids involved is extremely difficult to get rid of, sometimes impossible. This can make carpets unliveable. Also, most municipalities have a law requiring animals be spayed/neutered; check yours to be sure your leasing policy is in line with the municipal code.

Most pets in the metropolitan of New York City are household pets, never being exposed to the outdoors with the exception of their daily walk, run or workout with their human owners. While it is true and preferred that pet’s be spayed and neutered, it has not been an issue because we rarely, if never, accept pets -- (some have visited for a week or less on occasion with the tenant’s extended family). We also maintain hardwood floors in the majority of the premises, only the bedrooms are carpeted.
The spay and neuter laws vary throughout New York State. In New York City the spay and neuter law is only applicable to dogs and cats in shelters or sold by pet shops. Under ADC Title 17, Chapter 8, 17-804, New York City requires that any dog (or cat) released by a shelter be neutered. The law covers not only dogs (and cats) that are being "adopted" out to new owners, it also covers dogs and cats being claimed by their lawful owners.
