Enforce your lease. You don't have to play noise cop but it's a good idea to respond to both the complaining tenant and the accused tenant in writing so you can CYA in case this ever gets out of hand.

my thoughts since you have already warned him give a notice to comply tell him he has got 15 days (however many days is in your agreement) to comply or you will have to give him a notice to vacate. tell him you can get into serious trouble because it making you resposible for his actions because of the disturbance of other tenants. depends alot on what your agreement says too. whatever you do if you write a notice be sure it covers who what where when why?? don't make a bad mistake like putting the wrong address on it like i did! ummmm. good luck
