4. Nothing in the statute prohibits a landlord from retaining part or all of the security deposit to cover nonpayment of rent, abandonment of the premises, or
nonpayment of utility charges, repair work, or cleaning contracted for by the tenant.

I am wondering what is meant by "cleaning contracted by the tenant"

I take that to mean, if the tenant hires a company to clean ("cleaning contracted by the tenant").. if the bill isn't paid directly by the tenant, the landlord can take it out of the SD.
