Was this policy clearly stated in your lease?

If it wasn't...add it to the new leases now.

Also, make sure it is on the move-in check list which they are provided with before the move in date.

I provide a complete "The Procedure" to everyone who comes to see the unit. If they want to apply for the unit, "The Procedure" as already laid out for them everything they need to know up to and including the move in itself.

I have found that tenants are only unhappy about things when they didn't know all about it before hand.
