They did not give 30 days notice. You only need to return rent money if you rent it out before the end of July. You cannot double dip (get rent from 2 different parties for the same period). If you do get new tenants in quickly then just return the prorated rent from the date it is reoccupied.

    I have new tenants moving in aug 15th, do I have to give anything back.

      You can not set the move in date of the new tenant so far ahead and make the old tenants responsible for the vacancy you created by it. Do whatever you feel good about.

      You cannot collect rent from two people at the same time, so you must give half back.

Your tenant was obligated to pay through July 31. Tenant elected to leave the rental early and did not provide a 30-day notice to terminate which would have superceded your original 60-day notice to terminate. Therefore, tenant is obligated to pay through the full 60-day notice or through the 30-day notice provided by her actually leaving, whichever is sooner -- in this case, since you learned on or after July 1 that she was going to move, she has to pay all of July rent to comply with the original July 31 termination date, which is shorter than the 30-day notice she constructively gave you by moving out. Your new tenant doesn't move in until August 15, so you eat the 15 days from August 1-15 with no rent payment from anyone.
