My tenant in a SFH "accidentally" broke the lock in the outside mailbox that we had attached to the house a while ago. He's been a good tenant & has been there for a few years.

He does not want it fixed because he has some arthritis problems in his hand and using the key to unlock and lock the mailbox can be painful.

Whether or not the mailbox is locked or lockable, is it legal for me to put a Notice in it or is using the mailbox that way a (gasp!) federal offense (like when my frugal neighbor puts an unstamped Xmas card in my mailbox)?

I know nail and mail is the right way for more serious notices, but THIS notice is for the new schedule of the gardeners--no time change, just a day change. I will also be doing a follow up phone call to let him know the schedule is in the mailbox... Thanks.
