As to roof repairs, if the roofers do not need to enter inside the home or she needs to vacate because lack of a roof, just let the tenant know the schedule that the roofers will be on the property. She doesn't need to give you or the roofers permission. She just needs notice.
As to the windows, since there is a couple of ones left to be done, arrange with the installers so all will be completed in one visit. Have the tenant give you 3 days when her schedule will allow her to be home and coordinate it with the installers. It's important to make sure they can and will do it with one more visit so you can tell the tenant it will only "inconvenience" her once for the windows and gives her less to whine about.
As for the appliances, same thing. Have them delivered in one shot if possible. Appliances that are working but old are not a valid excuse to not pay rent.
If she gives you drama or excuse after excuse, terminate the tenancy if month to month or at the end of the lease term. Some states do not require you to give a reason but if they do, you have a valid one that you must repair vital parts to the home and it has become evident that they cannot be done properly if the home is inhabited. Get her out, make the repairs, re-rent at full market value.

Yes, the roof repairs are really a non issue since they can be done without acces to her place.
The windows ideally need her out of there, since it is lead paint hazards. I replace them myself, and I am certified to do so. When she stated that she would be away for 3 days, I said that is the PERFECT time to replace all of them. But she says she will not let me in there without her permission.
I am going to approach her again and also demand what is basic property owner rights....a key to the property and access to repair with proper notice.
