Yes, the roof repairs are really a non issue since they can be done without acces to her place.

The windows ideally need her out of there, since it is lead paint hazards. I replace them myself, and I am certified to do so. When she stated that she would be away for 3 days, I said that is the PERFECT time to replace all of them. But she says she will not let me in there without her permission.

I am going to approach her again and also demand what is basic property owner rights....a key to the property and access to repair with proper notice.
