I agree. With this carpet tax there is no normal wear and tear. Normal wear and tear comes from a property being used the way in which it was intended. If you rent to pet owners, the result to the carpet is from use as it was intended to be used. It becomes normal wear and tear. This carpet tax is just tenant pocket picking by another name.
