What is the fair market value of an apartment with a bad roof, bad windows and bad appliances?

You're acting like a little kid. The landlord is fixing all of these problems that he inherited. You're acting like he's just trying to raise the rent for the heck of it and is not trying to fix the place. The issue here is the tenant who does want the landlord to fix the place up. Why? Because the tenant knows the LL can charge higher rent if new appliances and better windows are added. The tenant doesn't want to pay that. The tenant wants to pay for a place with a bad roof, bad windows, and bad appliances. Not for a place with a new roof, new windows, and new appliances. How is the landlord at fault here? He's being blocked from doing the repairs you are so adament he needs to do to not be a slumlord. Get a life.

If it's not suitable for habitation, then what is a mother doing bringing her new born baby into there to live and not looking for an apartment with brand new, top of the line appliances and fancier windows?
