If the tenant pays the rent, but refuses to pay the late fee, what are the options? Still resort to eviction?

Deduct the late fee from any money you receive first. That leaves a shortage in the rent. Always deduct the oldest bill owed first. In the future use the LPA lease, the late fees are defined as "added rent."
