Do you think the tenant is simply busy or a flake, or are you not on good terms and he does not want to speak you?

If the latter and the tenant does not want to talk to you, then you should leave him be as long as he pays the rent. As for whether that is harassment, probably not, but the tenant may disagree and who knows what the cops and judge will think, or if he will exaggerate.
