Well that makes a lot more sense, now doesn't it... Wow... not sure how that escaped me.
Regardless, the hit you're taking on selling it is definitely going to be greater than the amount to fix it up, especially in this economy. The place will sit vacant for months and months while sellers come in and pass on it and he'll solely get low ball offers from flippers and investors. It's hard to say anything without more information on what this tenant actually did that was so horrible that it seems like it'll cost more than $10,000 to fix.
