The agreed upon rent for two people was $700, which is right at the median for 2brs in my area. So it would be a 14% increase moving up to $800.

You still have the problem of a dishonest tenant who didn't tell you her sister was living there. What else is she going to do to screw you over? Time wil tell I suppose. In my experience, once a tenant has done something like that, they're likely pulling something else as well.
