If your lease does not require it, do not pay it. Simply say that you did not sign up to pay his security. You can also tell him he can have it disconnected.

The tenant needs to pay the first months rent and security deposit prior to move-in. The tenant who is not prepared to meet the minimum financial obligations is renting beyond their threshold.

YES! Do not allow the tenant to pay on time for your security deposit. You are entitled to and should be able to collect the full Security Deposit and First months rent up front, before he takes possession of the unit. The State of California has allowed landlords to protect their property by having this Civil Code 1954.
