i have a 2 unit the downstairs tenant has a dog that got fleas they bombed there apartment with out telling me, that solved there problem but the fleas went upstairs to the upper unit now the upper unit has no pets but have been effected with fleas who is responsible

Do you have a pests clause? I'm assuming not. If not, I think this would fall on you but just bomb top unit..it's cheap....

I went through this multiple times with one unit (empty) recently. I bombed 4 times and saturated the carpet with flea killer, but they kept coming back.

Had to rip out the rugs and put in a smooth flooring.

You gotta get an exterminator in; flea eggs can lay dormant for a long time. At least call an exterminator to ask about fleas. I'm not positive, but he/she may need to exterminate outside as well.

Just beat boric acid or borax into the carpets and no more fleas.

Also, never heard of fleas going to another apartment. Ever. Maybe upstairs unit has a cat or dog they haven't told you about?

I've never had it happen to me {fleas moving from one place to another} but I have heard of it happen here in FL!
What worked for me was the same as K said, borax! But you need to do it at least 2 times, 2 weeks from each other, this is to kill the new fleas that are born from the flea eggs that did not die. I did it 2 times in my own place one year that was HORRIBLE, and this worked.
I'd also talk to the tenant and request they purchase flea protection for their pets, the expensive stuff is what works best, triflexa{sp} in my dogs!
