I rented to A T who stopped paying her rent & utilities, moved (without any notice or returning keys). Although there is no new T, I see the old T moving her things out of the property a little at a time.

What gives with this T?

Why doesn't she get all of her things out & return the keys?

What should I do? Can I give her things to the trash & get ready for a new T (change locks & clean up)?

why don't you walk up to her and ask what her intentions are? Then, you can make arrangements for her to sign a document that she wishes to return possession of the property & keys to you. You now have possession without the necessity of a 30ish days wait & court fees paid.

While being irresponsible in not paying the monthly rent or giving proper written notice to the landlord, the tenant is being as responsible, as possible, in that personal possessions are being removed from the premises in order to prepare for the inevitable pending move-out and vacate prior to termination. The tenant apparently has circumstances which conflict with their obligation to the lease agreement.
The landlord has been irresponsible by not posting the standard notice of violation for non-payment of rent, until such time the tenant is not required to legally perform. (The tenant probably believes the landlord has not yet even noticed.)
