If a repair or maintenance issue is needed can the landlord use the water/electric at the rental unit to fix the issue if the tenant pays the utility bills.

do you mean can the landlord plug in his saw or drill and then wash his hands?

if thta's what you're asking, why not? don't you want whatever it is fixed? how much do you think your bills are going to go up?

I am not sure how the repair will get done otherwise if electricity is need to power the tools or light the room to see what you are repairing. Same goes for water if it is needed for the repair. Many repairmen do not come with their own gas generators or cordless tools or water supply.

I guess depending on the how much electricity/water will be used, consideration of prorated rent for the repair time may need to be addressed. However, I cannot see imagine what type of repair would need to be done that would consume such consumption that a tenant would have a significant increase in their bill or how they would determine how much usage say a power saw or a light on in a room contributed as opposed their own household usage did (charging a cell phone, watching tv, flushing the toilet, washing dishes, etc)

Of course the landlord uses the electric, water, etc. The intelligent tenant wants the maintenance and repair done....
