Nothing is so permanent as the temporary. This woman is coming to stay. You should also realize that all single tenants will bring in additional occupants. Denying permission for the guest is complicated if it is family. What you will eventually end up doing is terminating the lease if it is month to month or evicting both of them. Believe me. The mother will not be moving out.
