Does a new lease need to be signed if Tenant signs an 'Intent to Renew'?

By definition, an intent to renew is not an actual renewal. It merely serves as notice that the party intends to renew, but hasn't done so yet. So either sign an addendum advancing the date of the lease another year, or sign a new lease, or if your contract allows and you don't care, just roll M2M under the existing lease with no changes.
