How do I advise the past tenant that they will not be getting any security deposit due to roaches? "lawfully"? and we may have to charge them for this problem

Do you have a pests clause in the lease? If not, it is your expense unfortunately

You are unable to keep an entire security deposit unless the repairs to fix the issue equals or exceeds the amount of the deposit and the reason for the repair is directly related to something the tenant did purposely.

You cannot just decide "you have roaches so no deposit back for you."

Is this a single family or a multifamily dwelling? And for California there are some Cities that have specific information relative to Landlord Tenant Responsibility for Infestation. So which kind of dwelling has the problem and what town or city.

Return the deposit and put a roack bomb in the rental. This will not play out well when they take you to court and are awarded an amount greater than the deposit.

Combat roach gel. $10/tube. Put it in your outlets, and near drain and supply plumbing. Remove all other sources of food, then apply gel. Do this immediately after tenant vacates. Let the gel work while you do your makeready. Problem solved.

How do you know the roaches are from this particular tenant? Dicey situation, almost sounds personal. Your deposit accounting must be based on facts and numbers, not emotion. Did these tenants advise you about a roach problem while they were in the unit, and if so, how did you address the issue? Just be glad you didn't have to evict.

You can also get two additional months rent because of roaches too.
