Dear All,
I got a notice from our HOA regarding a driveway cleanup by power washing it. I passed the message to my tenant but it seems she is not happy about it by not replying to my text message. Who do you think whose responsibility this is? LL or tenant? I appreciate all your responses.

If whatever needs to be power-washed off the driveway was put there by the tenant (such as car leaking oil, etc.) then the tenant gets to bear the cost of removal. What is on the driveway?
