Depends on your lease agreement. Unless clearly defined visitor policy, there is nothing you can do. Illegal tenants are often in the mind of the landlord. Tenants are federally allowed up to 2 occupants to room and one in LR.
Lots of landlords do not get this and lots of others make up rules about who can live there. I do not know if many of those attempts would hold up under court. That seems like a landlord who comes in to a store and starts telling a retail tenant what he can/can not stock on his shelves.

In my rental I'd be pretty upset if the single person I rented to tells me they are allowed to have 2 occupants in the bedroom and 1 in the living room. Who sleeps in the living room on a permanent basis? I have in the lease that if there is a guest over 7 days that LL has to be notified. I list the tenants -

Most municipalities have local codes that disallow using a "public" room, such as a livingroom, as a bedroom. I just found ours over the weekend. But nothing says you can't have 3 persons per bedroom, if the bedroom size meets the local code for 3 persons (here that means 50 SF per person, so a 12.5' x 12' bedroom would be sufficient sleeping spac for 3 people under my local code.

There is no federal law that allows 2 persons in a bedroom and 1 in the living room. Hahahah!

I totally disagree. After we go through all the trouble of checking out the T and doing background checks and calling passed landlord and everything else, why would it be okay for the t to just move in random people. They could be felons or just your good old regular squatter. It is best to have it set out in your lease how long a quest can stay and then do as Jake said and give them a notice and then evict.
