I came home from college to my Dad's 4 family apartment. He got new neighbors across the hall. (new to me, the new neighbors have lived there for about a year.) As I went home, I went downstairs to check on laundry and let my brothers dog go with me. My dad lives in the city, I live in the country. I get a little parnoid sometimes. The neighbors had left the back yard door wide open. So naturally, the dog went to go outside. The neighbors are an interracial couple with a child. As well as another adult and child living with them. The child doesn't like dogs, nor do they. I went to grab the dog to bring back inside because the child was screaming her head off. The woman and man started yelling at me, being beyond rude, and cursing me out. The man was in the neighbors yard taking things that the previous owner left behind. He started shouting at me, calling me names, and told me if I didn't get the dog back in the house before he got over to our yard that he would hurt me and kill my dog. And he proceeded to come over and got within 1 foot of me still threatening me. I called the cops and the owner of our estate. Cops told me it was a 'neighborly dispute' which I'm sorry, frankly, it's not. I've never met them until that day, nor do I come home often. Basically cops didn't do anything. The owner of the building didn't answer his phone, however. I called the Business (not sure how it works I presume the company has idvidual landlords for different areas regardless) they told me if I take my dog out, I have to have him on a lease no matter if it's a fenced in yard or not. Which, I can understand. But I wasn't letting the dog out, I was going downstairs. They didn't solve anything. I called crying and scared and shaking up. I am 120lbs this man in a couple feet taller than me and has about 80 lbs on me. I had left to go back to my home the next morning. My dad was obviously upset about the entire situation and wanted to call our landlord to get things situated. Everything had seemed to be worked out. However now they have completely disregarded that this man had threatened to hurt me and kill my brothers dog and has completely turned around into just the dog. The landlord told my dad that they could have the dog. (my brother only comes home on the weekends, he works out of town. So he and the dog are only there on the weekends). However, the landlord never had my dad or brother pay any kind of fee. He overlooked it. It's not in the businesses system that they were okayed to have a dog and now those neighbors are pretty much sitting pretty.

My question is how in the world can a 200 lb, late-30 year old MAN get into the face of a 22 year old GIRL whom he's never met and THREATEN to HURT HER and KILL the dang dog, yet my dad is getting in trouble for having a dog that THE LANDLORD told him he could have? Also, I was home alone. My dad was at work.

I'm not very happy at all about this entire situation. It is not right, and I want to know what can be done. This is about a man threating to hurt someone. Not a freaking dog who would have never been outside in the first place if he didn't leave the dang door open all day long.

The dog should have been leashed. You're not there often enough to know what's going on with the neighbors. If, as you wrote, the dog "natuirally went to outside" then you KNEW this is what dogs do, and yet the dog was not on a leash.

Your question is how in the world ...is...my dad is getting in trouble for having a dog that THE LANDLORD told him he could have?

Is anything IN WRITING about the dog? How long has your BROTHER'S dog lived with your father?

Leash the dog. Period. Full stop.

I love dogs, have a few, and I wouldn't think of walking out the door of my apartment without leashing them for their own protection! And I really take exception to your "22 year old GIRL" BS. You are not a girl, you are a woman and you need to screw your head on straight and act like an adult.
