Tenants that do not have the financial rental binder (security deposit) are not qualified tenants.
The prospective tenants may be expecting the current landlord to refund the security deposit on the date of move-out, in anticipation of transferring the refunded security deposit to the new landlord. Since the likelihood is small of the current landlord refunding the security deposit within less than thirty (30) days, the new landlord should require all financial deposits prior to move-out via certified check in order to confirm that all funds are secured prior to lease signing and delivery of keys to the premises. (Translation, the professional landlord should never be anxious -- follow protocol.)
